To disable the access to a space glossary, you need to manually remove the Terms link from the space navigation sidebar:
Confluence On-premise
Confluence Cloud
Please note that disabling access to a glossary does not prevent its terms from being highlighted. For that purpose, you need to add the target space to the Disable glossary terms list in the Highlight options.
